Peru-based developer Fernando Palazuelo is more than $80,000 delinquent on property taxes and late fees on the abandoned Packard Plant that he purchased six months ago at a tax-foreclosure auction.
Some photographers and explorers are walking out of the ruins to find themselves without a car in the crime-ridden area.
The bald, self-described war veteran with boozy breath also is asking for $10,000 for allegedly injuring his leg at the plant.
