A Warren councilman who threatened to choke a civil rights leader is under investigation.
Police Chief James Craig said the officer refused to cooperate with an internal investigation.

A Trump opponent also was charged with setting fire to a black church and spray-painting, “Vote Trump.”
The emergency managers were appointed by Gov. Snyder and now face up to 20 years in prison.
