A leading Republican in the Michigan legislature introduced a bill Wednesday aimed at protecting the Detroit Institute of the Arts’ world-class collection from a sale to shrink the cit’s enormous $15 billion in long-term debt.
The bill comes about a week after Detroit Emergency Manager Kevyn Orr, a restructuring and bankruptcy expert appointed by the state, warned museum officials that he may not be able to protect the artwork from creditors if the city seeks bankruptcy protection.
The measure, introduced by Sen. Majority leader Randy Richardville, R-Monroe, would require art institutes to adhere to the American Alliance of Museums’ code of ethics, which would permit the sale of artwork only when the proceeds are used for “acquisition or direct care of collections.

“This is an attempt to safeguard the arts,” DIA Director Graham W.J. Beal told us. “We are always heartened by any gesture of support for the integrity of the DIA’s collection. This is quite a gesture, and one that illustrates the depth of feelings about art.”
The DIA’s collection features several works by Vincent van Gogh, including a self-portrait, Auguste Rodin’s “The Thinker,” paintings by Henri Matisse, Edgar Degas, Rembrandt, Caravaggio, ancient sculptures, plus enormous and famous murals of Detroit by Diego Rivera.
Orr said he has no plans to sell the artwork, much of which has been donated over the years by local noteworthy families. But, he cautioned, all assets are at risk during bankruptcy protection.
Richardville didn’t return calls for comment.
